There's also modernbluesharmonica.com, hosted by Adam Gussow of Stan and Adam fame. This has a free area and a paid content area. I believe the forum part is free.
There's also harmonicaspace.com, hosted by Brady Mills, a web designer and onetime partner of Jason Ricci.
For chromatic-only discussion, slidemeister.com is worthwhile forum. Several harp-l denizens also hang out over there. The list owner is a stickler about following his rules, but it's otherwise a good forum.
Harmonicalessons.com is a teaching site where you pay for the lesson content, but it has a free forum area: http://www.harmonicalessons.com/forum.html. This is probably the oldest such site on the internet.
Paid teaching sites with forums inside the paid area include bluesharmonica.com and howardlevyharmonicaschool.com
Bluesharmonica.com is the creation of blues harmonica author and teacher David Barrett. I'm one of the contributors to the forum there. The forum has "Ask the expert" columns, with anchor people for repair, amplification, microphones and just general knowledge (my corner, along with chromatic). The site also features video lessons from Dave and video interviews with well known players.
The Howard Levy Harmonica School http://www.howardlevyharmonicaschool.com/ is another paid-access teaching site that has a forum, where students can discuss harmonica related matters. You can submit videos to Howard and get a video critique back. He has also uploaded dozens of video lessons that are very thorough and cover a wide range of technical levels.
